Kathy Schwarting, MHA

Chief Executive Officer

Kathy has been a part of Palmetto Care Connections since its inception in 2010. As CEO, she oversees current programs and the strategic plan for PCC. With more than 20 years of rural healthcare experience, Kathy believes telehealth is one solution to improving the health of South Carolina. Kathy received her undergraduate degree in Business Administration from the University of South Carolina (USC) and her Master in Health Administration from the Medical University of South Carolina (MUSC).

Davia W. Smith, MHA

Director of Education

Davia joined the Palmetto Care Connections team in February 2014 as the Executive Assistant and currently serves as the Director of Education. Davia coordinates PCC’s Annual Telehealth Summit, Regional Meetings, and Webinars. She also assists with PCC’s Marketing and Promotion. Davia earned an undergraduate degree in Business Administration at the University of South Carolina Aiken. She is a 2012 graduate of the Master in Health Administration program at the University of South Carolina’s Arnold School of Public Health.

Matt Hiatt

Director of Technology

Matt joined the Palmetto Care Connections team in 2015. In his role as the Technology Director, Matt manages technology solutions such as PCC's USAC Healthcare Connect Fund Program. Matt also manages all Telehealth equipment presales/purchase/installation/training/ongoing support for the rural communities of South Carolina. Matt brings a wealth of knowledge to the team with over 20 years of IT experience. He completed his Bachelor of Science degree in Information Technology Management from Western Governors University.

Ethan Kemp

Technology Analyst

Ethan joined the Palmetto Care Connections team in the summer of 2017 as the Technology Analyst. He maintains the inventory and database for South Carolina's Health Care Broadband Consortium led by PCC. He also assists with telehealth technology solutions such as equipment installation, support, and maintenance. Ethan completed his Bachelor of Science in Business Management and Marketing at the University of South Carolina (USC). He is currently studying Health Administration at USC's Arnold School of Public Health.

Kathy Rhoad, FACHE

Director of Public Relations and Program Development

Kathy has more than 30 years of experience in strategy, marketing and public relations. She joined Palmetto Care Connections in January 2019 as Director of Public Relations and Program Development. A fellow of the American College of Healthcare Executives (FACHE), Kathy has a Master of Arts degree in Advertising and Public Relations from the University of South Carolina College of Journalism, and a Bachelor of Arts degree in English from the University of Virginia.
